did you end up getting a new router??? I hope you have a router instead of a switch or hub. A router handles all the necesary packets that come in from the internet and shit and if your connection is crappy you are gonna need a router to handle all that info. If you have a switch or hub, that could possibly be a problem.

Here's a link that I think can clear up allot in the way of "Why ISP's can't help" rescomp.stanford.edu/~cheshire/rants/Latency.htmlTheres allot of information there, and much of it does not pertain directly to losing packets.... but it gives you a much better overview of whats REALLY at fault when your game connection goes to hell.

If you need to get just the info on lost packets.. I think theres a link near the bottom that works moreso on those.. the basics are this... bandwidth means squat..it's what hardware you use (your whole system from Ram to Buss Speed to Net Card to Modem (Cable or DSL)... and whats on the other end of EACh relay.. not just the server and you. lost packets can be modified with your initial system but it's never a perfect fix... You are only in a certain amount of control of your personal latency and not in control of the others at each relay at all.
Hope that tells you how hopeless it is to try to fix your connection at your user level or even the ISp level most times.... not trying to be rude... just informative.

if you are the Answer Man for computers, heres one for ya, maybe you can help me out.
I got a comp with a K8N Neo4 mobo with an Opteron 146@2.2GHz with 2Gb RAM 7600GT and a 120Gb HDD
It will boot into windows on ocassion and will get hung up.....I then get the bluescreen of death.....I check hardware and all seems okay except when I try to do a fresh Windows install......I get into the install and start to setup the partition when all of a sudden it says that my 120Gb HDD only has 478Mb or some stupid amount available.....I dont hear any sort of clicking coming from the HDD so im not sure exactly whats the matter.....my prognosis is that the HDD is busted, your take??

Sal... Hard Drives probably fine... thats the default Windows Amount upon setup... once your into windows it'll see all of it even if you have it partitioned.
I'de check the RAM first off... if you have multiple sticks.. lose all but one.. try it again and see if it works.... if it does, check the others to find the culprit... if it doesn't.. check the others to see if that was the bad one.
After that I'de try a different MB..(I have more on hand sometimes to do that with so thats easier for me..lol).. Next I'de suggest trying a new Power Supply.. at least a 500 Watt.
Thats the order of probability, though it could be the CPU.. but thats not likely. Have you tried multiple Windows Disks?... also a possibility.
